Windows 11: create a local account during OOBE

How-to for shops that prefer a local admin before handing a PC back (NLCRC original; themes from common Windows setup docs). During OOBE 1) When Microsoft account is pushed, use offline / limited setup options for your Windows build (wording changes by feature update). 2) Create a local username and strong password; store it on the ticket. 3) After desktop loads, create a standard user for the customer if they will add their own Microsoft account later. After setup - Install drivers, then Windows Update. - Optionally add the Microsoft account under Settings then Accounts without wiping the local admin break-glass.
